KENTUCKY MOTORCYCLE PROGRAM

The Kentucky Motorcycle Program (KMP) promotes safety by establishing rider training courses throughout the state; increasing awareness of a motorcyclist's knowledge of the effects of alcohol and drugs; developing driver improvement efforts; conducting program promotion activities; enhancing the public's awareness of motorcycles; and promoting motorcycle safety through education.

KMP is operated and maintained by the Traffic Safety Institute at Eastern Kentucky University. KMP is funded by the Transportation Cabinet's Division of Driver Licensing from motorcyclist fees, motorcycle licenses, permits and registrations.

KMP rider education and training courses follow nationally-established guidelines and are accredited by the Motorcycle Safety Foundation (MSF). Link to Motorcycle Safety Foundation

RIDERCOURSE POLICIES


Basic and Experienced RiderCourses

1. These are in-demand, limited enrollment courses; it is suggested that those interested register as soon as possible.
2. Community Connections does not maintain a waiting list.
3. Notice of withdrawal or transfer from a Motorcycle RiderCourse must be given at least 2 weeks prior to the start of the course to receive either a refund by check or an in-house credit for the cost of registration less a $15 processing fee. Within two weeks of the start of a course, withdrawal or transfer results in the loss of course fee. We cannot accept responsibility for cancellations made via email or voicemail.
4. In case of withdrawal, RiderCourse registrants may designate a substitute by notifying the NKU Connect Center of the individual’s name and contact information (we do not charge the stand-in; it is between the original registrant and the stand-in to discuss payment). Individuals whose names do not appear on the official class roster will not be admitted to class.

5. In instances of inclement weather, the decision to stop or postpone class resides with the instructors. In this case, your cooperation is appreciated as Community Connections staff re-schedule registrants into the next available make-up session.

Basic RiderCourse
1. A prerequisite for participation in the BRC is the ability to balance and ride a bicycle.
2. A valid driver’s license is required to participate in the BRC (neither a motorcycle learner's permit nor motorcycle license are required to participate).
Note: A valid driver’s license is required before an individual may earn a motorcycle license in Kentucky. A motorcycle learner’s permit must be held for at least 30 days before an individual may earn a motorcycle license.
3. Participants must be 16 to enroll.
4. Basic RiderCourse registrants sixteen to seventeen years of age are eligible for a one-time refund of the registration fee; written parental consent and age verification (copy of birth certificate, drivers license or passport) are required. Full payment is due at time of registration and a refund check will be issued within 30 days of the end of the course. Without at least two weeks notice of withdrawal, under 18 year-olds who register and fail to participate are not eligible for a refund.
5. Proper protective attire is required for the on-cycle component, including eye protection, over-the-ankle boots or shoes, long sturdy pants with no holes, long-sleeve shirt or jacket, and gloves. Proper attire is required for ALL sessions, participants must be “dressed-to-ride” all three days. Motorcycles and helmets are provided. Under very limited circumstances, BRC participants may arrange in advance to ride their own motorcycle.
6. Successful completion of the BRC is not guaranteed, and failure to cooperate and comply with instructors’ directions are grounds for dismissal. Instructors reserve the right to counsel students out of class if requisite skills are not demonstrated. We regret that refunds are not available under this circumstance.


Experienced RiderCourse
1. This is not a beginner’s course. Participants must have either completed the BRC or have a minimum of six months riding experience. To take the ERC participants must either provide proof of insurance and show a motorcycle driver's license from any state, or show a valid motorcycle learner's permit from Kentucky, Indiana, West Virginia or Tennessee. Instructors have the option of excusing from class students who do not demonstrate adequate riding skill and/or experience.

2. Participants who successfully complete the ERC course will receive a MSF card from their ERC instructors certifying they are an “experienced motorcycle rider”.
3. A license is NOT issued at the completion of the course. Individuals with a learner's permit from KY, IN, WV or TN wishing to earn a waiver of the skills portion of the motorcycle licensing test may take the optional BRC skills test at the conclusion of the ERC (at the start of class let the instructor know you wish to take the skills test). Participants successfully completing the optional skills test will receive a KMP completion card via mail, which earns the individual a waiver from taking the road skills portion of the licensing exam.
Note: A valid driver’s license is required before an individual may earn a motorcycle license in Kentucky. A motorcycle learner’s permit must be held for at least 30 days before an individual may earn a motorcycle license.
4. ERC students must bring their own street-safe, legal bike. Bikes must pass a T-clock inspection before class, and the instructor reserves the right to refuse a bike for use in the course.
5. Proper protective attire is required for the on-cycle component, including eye protection, over-the-ankle boots or shoes, long sturdy pants with no holes, long-sleeve shirt or jacket, gloves, and an approved Department of Transportation helmet.
6. Successful completion of the ERC is not guaranteed. Instructors reserve the right to counsel students out of class if requisite skills are not demonstrated. We regret that refunds are not available under this circumstance.
